In a powerful statement of defiance against terrorism, Jammu and Kashmir Chief Minister Omar Abdullah chaired a special cabinet meeting in Pahalgam on Tuesday, weeks after the deadly April 22 terror attack that killed 26 tourists. This marked the first time a cabinet meeting was held outside the traditional administrative hubs of Srinagar and Jammu.

 

Speaking to the press after the meeting, Omar said the event was not just a routine administrative affair but a deliberate and symbolic act of resilience. โ€œWe are here to show that acts of violence will not derail our journey toward development and peace,โ€ he said. He also expressed gratitude to the people of Pahalgam for their unity and courage in the face of tragedy.

 

Later, the Chief Minister took to X (formerly Twitter), sharing photos and a message:

โ€œChaired a Cabinet Meeting at Pahalgam today. This wasnโ€™t just administrationโ€”it was a statement. Terror will not shake our resolve. Jammu & Kashmir stands strong.โ€

 

Though largely symbolic, the cabinet also briefly discussed tourismโ€”an industry deeply impacted by the attack. Omar praised Maharashtra-based travel industry professional Abhijeet Patil, who brought over 60 tour operators to Kashmir. โ€œThis sends a strong message that faith in J&K as a tourist destination is still alive,โ€ he said.

 

The Chief Minister stressed that tourism must be depoliticized and treated as a non-conflict livelihood sector. โ€œTourism in J&K should be seen for what it isโ€”a lifeline. We aim to shield it from political turmoil,โ€ he asserted.

 

He acknowledged the toll recent security issues have taken on the region but affirmed the governmentโ€™s commitment to a cautious and phased tourism revival. โ€œFear cannot dictate our lives. We must move forward, step by step,โ€ he said.

 

Omar also shared that a comprehensive security audit of all tourist destinations is underway. Many sites remain closed following the Baisaran attack, but he indicated that this list would be re-evaluated. โ€œTourists are telling us they want access to more places. We need to consider these voices.โ€

 

On economic losses suffered by those in the tourism sector, Omar confirmed discussions are ongoing with the Union Government. He highlighted concerns for individuals who took out loans to upgrade vehicles, homes, or guest houses. โ€œWeโ€™re looking into short-term relief measures and pushing for central support,โ€ he said.

 

The Chief Minister noted that these issues were raised during the recent NITI Aayog meeting in Delhi, where he met Prime Minister Narendra Modi. โ€œThe Prime Minister is aware and has shown interest in reviving tourism in J&K. I expect concrete support from the Centre soon.โ€

 

As part of wider revival plans, the J&K government will actively participate in upcoming travel fairs like the TTF in Kolkata and Ahmedabad. Omar said they aim to attract tourist traffic during West Bengalโ€™s Puja holidays following the Amarnath Yatra.

 

The Chief Minister also reflected on his earlier tenure (2009โ€“14), during which he convened cabinet meetings in remote regions such as Gurez, Machil, and Rajouri, stressing that outreach to all corners of J&K remains a cornerstone of his governance.
