Srinagar, May 26: Chief Minister Omar Abdullah on Monday emphasized the need for short-term, district-level planning based on data-driven insights to ensure sustainable progress across Jammu and Kashmir. Chairing a high-level review meeting of the Planning, Development & Monitoring Department at the Civil Secretariat, he highlighted the importance of setting achievable regional goals that collectively contribute to the broader vision of a developed Jammu & Kashmir by 2047.

 

The meeting focused on key initiatives, including the Sustainable Development Goals Coordination Centre (SDGCC), District Domestic Product (DDP), and the District Good Governance Index (DGGI). Omar Abdullah stressed that focusing solely on the 2047 goal would be ineffective without medium and short-term benchmarks to enable real-time performance evaluation and timely corrective actions.

 

He appreciated the data from Mission Yuva and urged all departments to align their planning and implementation with insights derived from such data. Addressing the DGGI, he clarified it should serve as a tool to move from โ€œgood to betterโ€ governance rather than labeling districts as good or bad performers. Districts lagging behind must be supported in identifying and overcoming structural issues.

 

Acknowledging Jammu & Kashmirโ€™s current second-place rank among Union Territories and 10th nationally, he urged continued improvement. He also thanked NITI Aayog and the UNDP for their technical support and encouraged replicating best practices from other states.

 

Abdullah cautioned against changing performance measurement templates, emphasizing consistency in data methods and benchmarks for meaningful year-on-year comparisons. He concluded by calling for step-by-step progress โ€” beginning with district-level interventions and scaling up โ€” toward achieving the 2047 vision.

 

During the meeting, several significant reports were released, including the District Domestic Product J&K Report 2022โ€“23, DGGI 4.0 J&K Report 2023โ€“24, J&K Sustainable Progress Report 2022โ€“23, and the District Progress Report 2022โ€“23.
