Srinagar, June 11: In a significant administrative reshuffle, the Jammu and Kashmir administration on Wednesday transferred and posted 24 IAS and JKAS officers across key departments and districts, with immediate effect, aiming to streamline governance and enhance efficiency.

 

According to an order issued by the General Administration Department, Anil Kumar Singh (IAS), previously awaiting adjustment, has been appointed as Principal Secretary, Social Welfare Department. He will also take on the additional responsibility of Administrative Secretary, Mining Department, thereby relieving IPS officer Vikramjit Singh of his dual charge.

 

Saurabh Bhagat (IAS), who earlier headed the Science & Technology and IT portfolios, has been named Commissioner/Secretary, Food, Civil Supplies and Consumer Affairs Department. Zubair Ahmad (JKAS), who held this position earlier, has now been assigned to the Floriculture, Parks and Gardens Department, taking over from Shailendra Kumar (IAS), who was managing the department as an additional charge.

 

Dr. Shahid Iqbal Choudhary (IAS) has been posted as Secretary, Science and Technology Department. He will simultaneously serve as Administrative Secretary, Civil Aviation Department, replacing Mohammad Aijaz (IAS). Niraj Kumar (IAS) will now lead the Public Grievances Department, moving from the Transport Department, while Naveen SL (IAS) assumes charge as the new Secretary, Transport Department. Meanwhile, Piyush Singla (IAS) has been appointed as Secretary, Information Technology Department.

 

Among the major district-level changes, Dr. Bilal Mohi ud Din Bhat (IAS) has taken over as Deputy Commissioner Budgam, replacing Akshay Labroo (IAS), who has been transferred as Deputy Commissioner Srinagar. Baseer ul Haq Chaudhary (IAS) has been appointed as Mission Director, National Health Mission.

 

Other key appointments include Mohammad Alyas Khan (JKAS), previously serving in the Lieutenant Governorโ€™s Secretariat, who has been posted as DC Ramban, and Pankaj Kumar Sharma (JKAS), earlier the Vice-Chairman of Jammu Development Authority, now taking over as DC Kishtwar.

 

Faz Lul Haseeb (IAS) has assumed charge as Commissioner, Srinagar Municipal Corporation, and will also serve as CEO of the Srinagar Smart City project. Rupesh Kumar (IAS) has been appointed Vice-Chairman, Jammu Development Authority.

 

Additionally, Shahzad Alam (IAS) has been given the added responsibility of overseeing the Skill Development Department. Shreya Singhal (IAS) has been appointed as Managing Director, Jammu and Kashmir Tourism Development Corporation, and CEO of JK Economic Reconstruction Agency (JK ERA).

 

Ananth Dwivedi (IAS) takes over as CEO of the State Health Agency and Mission Director of the Ayush Bharat Digital Health Mission. Mahima Madan (IAS) will now serve as CEO of JaKeGA and will also handle additional duties as Additional Secretary, Resident Commission, New Delhi.

 

Other appointments include Gurpal Singh (IAS) as Director, Social Welfare, Jammu; Owais Ahmed (IAS) as Director, Food, Civil Supplies & Consumer Affairs, Kashmir; and Nazim Zai Khan (IAS) as Mission Director, ICPS. Majid Khalil Drabu (IAS) has been named Commissioner of Enquiries, J&K.

 

Further, Roshan Lal (JKAS) has been posted as Additional District Development Commissioner, Rajouri, while Vivek Phonsa (JKAS) takes over as Additional Secretary, Home Department.

 

The reshuffle reflects the administrationโ€™s focus on bringing dynamism into public service delivery and aligning the bureaucratic setup with the regionโ€™s evolving governance needs.
